Holding Congress Accountable on Privacy and Surveillance Issues

The Project for Privacy & Surveillance Accountability advocates for greater protection of our privacy and civil liberties in government surveillance programs.
PPSA also uses litigation under the Freedom of Information Act (FOIA) to uncover the nature and extent of federal government surveillance, including the unmasking of Americans whose communications are caught in surveilled foreign intelligence.
The Project for Privacy & Surveillance Accountability advocates for stronger privacy protections and surveillance reform in Congress. So, their team needed a way to consistently evaluate members of Congress across multiple legislative actions—not just final passage votes.
Because privacy legislation is often shaped by amendments and procedural motions before reaching a final vote, a traditional legislative scorecard wouldn't provide enough detail for supporters or policymakers. The organization also wanted an easy way for constituents to look up their elected officials and understand how they voted on issues affecting digital privacy and government surveillance.
